Have the repeated calls from professional organizations finally borne fruit? After the presentation of the economic stimulus plan last week, housing players unanimously regretted the absence of strong measures aimed at construction. New housing was largely absent, while a large part of the “France Relance” envelope was directed towards the thermal renovation of housing. Professionals in the sector are calling for more visibility, in particular through the extension of the Zero Rate Loan (PTZ) and the Pinel device, both supposed to be extinguished in December 2021. What the government is about to accept, according to the information from Batiactu.

“The Pinel investment system and the PTZ will be improved, while remaining as stable as possible so as not to disrupt the projects being marketed,” reports the Ministry of Housing to the information site of construction professionals. In addition to being improved, these two tools should be "extended to support the recovery." But how? According to Batiactu, changes could help "green" the two systems and increase the impact PTZ on households that need it the most. The Pinel could be corrected, “notably through better territorialization.” The experimentation with the zoning of Pinel projects, carried out since this year in Brittany and until the end 2021, could it be extended to the whole territory? The application of the device no longer falls under the traditional zoning (restricted to only zones A, A bis and B1), but at a municipal level, in the districts characterized by by one high tension in the rental market and intermediate housing needs. 

“The decisions have not yet been taken,” replied the cabinet of the Minister of Housing, Emmanuelle Wargon, to Capital. Consultation should quickly be opened with housing stakeholders.
