This Tuesday, the general direction of the Treasury, Bpifrance and the French Banking Federation (FBF) detailed to the press the terms of this system of mass public guarantee, set up in a few days. Here are the main information to remember about its operation.

Who is he talking to?
This loan is for all types of business, from craftsmen to large businesses, including the liberal professions, farmers, micro entrepreneurs, and even associations and foundations. Only real estate companies, credit institutions and finance companies do not have access to it. Another exception concerns companies that do not respect payment deadlines. The latter will not be able to benefit from the State guarantee, specified the Minister of Economy and Finance Bruno Le Maire, during a previous press conference.

What is the nature of this loan and what is its amount?

The state guaranteed loan is a one year cash loan. This cash loan can cover up to three months of turnover, or a quarter of annual turnover. "This device is part of the airlift of cash that we have deployed so that the entrepreneur can have, on loan, the equivalent of three months of turnover, which he was unable to achieve", sums up Nicolas Dufourcq, the boss of Bpifrance. Companies wishing to borrow less than three months of turnover will be able to do so.

For innovative start-ups, which often have little or no turnover, another criterion is used. The loan can thus cover up to two years of payroll, excluding employer contributions. "Start-ups are not forgotten in the system," said Nicolas Dufourcq. This ceiling is also used for companies created since January 1, 2019.

How high is the state guarantee?
The loan benefits from a state guarantee of 70 to 90%, depending on the size of the company. Banks thus retain part of the associated risk, but this is minimized to encourage them to lend. In detail, companies with less than 5,000 employees and making less than 1.5 billion euros in turnover will benefit from a 90% state guarantee.

Those with more than 5,000 employees and who generate more than 1.5 billion euros in turnover will benefit from an 80% public guarantee. This percentage drops to 70% for companies with a turnover of more than 5 billion euros. The guarantee is therefore weaker for larger companies.

What are the repayment terms?
The system aims to be as accommodating as possible for businesses. No reimbursement will be required for the first year. Then, the company can decide, after the first twelve months, to repay the loan over a period of 1, 2, 3, 4 or 5 additional years. "There is no question of creating another wall for the company," said Sébastien Raspiller, at the Treasury's general management.

How much will this loan cost the business?
"The banks will not make a margin on these loans," assured Frédéric Oudéa, the president of the French Banking Federation (FBF) and managing director of Société Générale. "Currently, the cost of funding for borderless banks is close to zero," he said. The borrowing company must nevertheless pay the cost of the guarantee at the end of the first year. Two examples were cited. The total cost of the loan with the guarantee for a craftsman achieving 600,000 euros in turnover excluding tax and borrowing 150,000 euros would thus amount to around 375 euros in the first year. For a company with a turnover of 10 million euros excluding tax and borrowing 2.5 million euros, this would cost it around 6,250 euros the first year.

What is the procedure to follow to obtain this loan?
We can distinguish two different routes. One for small businesses, which claims to be "industrialized" and the other for larger ones, where the case-by-case rule will apply.

The smallest companies, whose turnover is less than 1.5 billion euros, are invited to contact their usual banker, remotely at first, as a precautionary measure. This prior contact with the advisor makes it possible to organize an appointment. The advisor analyzes the file and determines with the company the amount and the interest rate of the loan. After obtaining this pre-agreement from the bank, the company must go to a dedicated online platform, set up by Bpifrance. The company must then enter a certain amount of information: date of creation, Siret number, amount of turnover and financial arrangement (amount and interest rate) agreed with the bank. "Please note, once this information has been entered in the Bpifrance form, it will no longer be possible to change it," warns Nicolas Dufourcq. The company can then download its certificate and obtain a unique identification number which it must provide to its bank, which can then disburse the credit.

Large companies (more than 5,000 employees or a turnover of more than 1.5 billion euros) which present a loss of turnover due to the health crisis will also be able to turn to their bank to request this guaranteed loan. by the state. An appraisal of the file will then be carried out by the teams of the General Directorate of the Treasury with the support of Bpifrance. The file must be sent to the following address: The State specifies that it has not established any priority sector concerning the EMPs granted to large companies.

Can a company combine several EMPs?
No, hence the creation of a unique identification number. However, a company can combine a PGE and an unsecured loan offered by Bpifrance. The Public Investment Bank recently set up unsecured loans for 3 to 5 years, from 10,000 euros to several tens of millions of euros. These loans have deferred principal repayments.

What if the bank refuses to make this loan?

If the bank refuses to grant an EMP, the company can turn to credit mediation, an organization housed within the Banque de France.

"I invite all business leaders to be patient.
